DFR in Action: How Corona PD Uses Drones for Life-Saving Rescues

A Snapshot of Corona, California

Located in Riverside County, Corona, California, sits at the crossroads of Southern California’s Inland Empire and the greater Los Angeles region. Corona is home to more than 150,000 residents and is known for its suburban feel, growing economy, and proximity to major transportation corridors. With a mix of residential neighborhoods, commercial centers, and surrounding hills, the city presents both opportunities and challenges for modern policing.

How is Corona PD using drones to save lives?

Drone as First Responder (DFR) is a system that deploys a drone in response to emergency calls, often providing real-time aerial intelligence before officers arrive on scene. In Corona, drones arrive first in roughly two-thirds of calls.

That speed proved critical during a call about a baby locked inside a car on a hot day. Before officers were even dispatched, a drone pilot located the vehicle from above and relayed its exact location to responding units.

“We were able to provide the information exactly where that vehicle was, so our officers on the ground could respond there quickly and get the baby out of the vehicle,” said Corona PD Community Service Officer Matthew Hindman.

Instead of searching under pressure, officers were directed straight to the car, where they rescued the child. In situations like this, early aerial visibility can make the difference between a close call and a tragedy.

How does DFR change emergency response?

DFR allows Corona PD to respond faster and smarter. Pilots can hear real-time 911 calls and deploy drones instantly, sometimes before a call is even entered into the dispatch system.

Once overhead, drones provide real-time video, thermal imaging to detect heat signatures, and precise location data using tools like laser rangefinders. The live feed can be shared directly with officers and dispatch, giving everyone the same, up-to-date view of what’s happening.

What is the role of the RTIC?

Behind the scenes, Corona’s Real-Time Information Center (RTIC) powers this operation. RTIC operators work alongside DFR pilots, supplying critical intelligence such as license plate data and background information on individuals involved in calls. This team approach ensures officers arrive informed, prepared, safer, and faster.

A Smarter Approach to Public Safety

In addition to responding to emergencies, the RTIC helps officers gather evidence, locate suspects, and close cases more effectively.

“There are countless examples that I can give of how we would not have solved the case if it weren't for DFR,” said Corona PD Lieutenant Gary Griffitts.

In Corona, this technology-driven model has become the standard, showing how speed, visibility, and information can transform modern policing.
