The Fort Worth Police Department, comprising over 1,800 sworn and 500 civilian employees, faces the challenge head-on with the implementation of a Real-Time Crime Center (RTCC).
Sgt. Joe Shipp, at the helm of the RTCC, is continuously on the lookout for innovative solutions. He is driven by a goal to streamline multiple computer systems into a unified, efficient platform, aiming to amplify intelligence and quicken case resolution, all while grappling with staffing challenges.
The RTCC looks to technology that replicates the senses an officer uses in the field, including sight, sound, and situational awareness. In addition to a host of integrated technology, the RTCC uses the following Flock Safety solutions:
• Flock Safety Falcon® LPR: These cameras, both fixed and location-flexible, are pivotal for vehicle identification.
• Third-Party Camera Integration: Other camera systems are seamlessly integrated using Flock Safety WingTM Gateway.
• Neighboring Jurisdiction Cameras: Access to Flock Safety Condor PTZs from a nearby area broadens the visual scope.
• Future Expansion: The forthcoming addition of Raven® audio detection devices is set to bolster the fight against gun violence.
All these advanced tools are synergized through FlockOS®, enhancing the comprehensive functionality of the Fort Worth RTCC.
The introduction of this technology has markedly improved the operational effectiveness of the Fort Worth Police Department. The enhanced ability to swiftly identify stolen vehicles and individuals with outstanding warrants not only boosts the efficiency of the force but also significantly uplifts officer morale.
Now, Real-Time Crime Center (RTCC) operators can seamlessly distribute real-time data from various devices and integrated systems to on-ground officers. This continuous flow of intelligence equips officers with the necessary information, bolstering their confidence and safety while responding to incidents ranging from car accidents to high-risk situations. The timely and targeted deployment of resources has become more streamlined, ensuring the most effective and appropriate response.
In terms of community impact, the technology’s precision in identifying and addressing only those causing disturbances has bolstered public trust and cooperation with law enforcement, which is crucial for an overall effective crime-fighting strategy.
Demonstrating tangible success, from 2021 to September 2023, with the assistance of Flock Safety technology, the RTCC responded to 2,227 calls resulting in arrests and oversaw the seizure of 417 firearms, further solidifying the technology’s integral role in enhancing law enforcement efficiency and community safety.
In late 2022, a shooting from a passing car in a field left authorities with little initial information. Quickly, on-scene officers discovered a nearby doorbell camera that had captured the car’s image, offering a clearer description and exact timestamp.
Utilizing this information and nearby LPR and PTZ cameras, officers pinpointed and located the vehicle within an hour of the shooting, showcasing the impact of integrated technology in enhancing real-time law enforcement response and investigation.
