Building a Culture of Empowerment: Women of Flock’s Impact and Vision

At Flock Safety, we’re not just creating technology that makes communities safer—we’re also building a workplace where everyone can thrive. This is not just the right thing to do; it’s a business imperative, with studies showing that diverse leadership — especially leadership that includes women—leads to more effective problem-solving, stronger communication, and better decision-making.

The Women of Flock (WoF) Employee Resource Group (ERG) is a vital part of that mission, providing women with opportunities to connect, grow, and lead.

Our recent 2024 State of the Union reflected on what we’ve achieved together and set the stage for what’s ahead. Central to this progress is the 2025 Women of Flock Leadership Board, a team of inspiring individuals driving the group’s mission forward:

Our Mission: Connection, Growth, and Advocacy

The Women of Flock ERG was founded in 2021 with a clear purpose:
"To support and promote the ongoing personal and professional development of women by providing an inclusive environment for networking, mentorship, training, and advocacy."

Milestones of Progress

Since its founding, Women of Flock has been a trailblazer in fostering diversity and inclusion at Flock Safety. Key achievements include:

  • 2021: Launch of Women of Flock, Flock’s first ERG.
  • 2022: Introduction of a mentorship program and the first in-person Women of Flock event.
  • 2023: A 200-member milestone and partnerships with HR to create inclusive job postings.
  • 2024: Launched the ERG’s first external-facing event, Shared Experiences, welcoming attendees outside Flock to discuss women’s experiences in tech.

These milestones represent how Women of Flock drives meaningful, measurable change and inclusion.

Advancing Diversity Through Data and Action

Laura Barnes, Flock’s Vice President of Recruiting, shared insights on how the company is striving for greater gender diversity while celebrating progress to date:

  • Performance in Hiring: Women are regularly and consistently demonstrating their qualifications and readiness for roles. This success highlights the importance of intentionality in the hiring process.
  • Growth in Representation: Women’s representation across Flock has grown steadily over the past few years. While the progress is encouraging, Flock recognizes that achieving a balanced 50/50 gender representation is the ultimate goal. This commitment drives continuous improvements in hiring practices, outreach, and internal culture.
  • Role of Referrals: Referrals are a key tool for increasing gender diversity, and the recruiting team encourages Flock employees to leverage their networks to bring in more diverse talent.

Paige Todd, Chief People Officer and a Flock Safety co-founder, is passionate about the goal of achieving gender parity. 

“Our efforts illustrate how Flock is pushing for equity in industries like public safety and engineering, which are historically very male-dominated,” said Paige. “While we are so proud of the progress we’ve made, the journey to equal representation remains ongoing—and Flock is determined to meet this challenge head-on.”

Creating an Impactful Candidate Experience

The Women of Flock (WoF) Employee Resource Group has been instrumental in shaping Flock’s culture of inclusion, ensuring that it begins well before a candidate’s first day. Recognizing barriers in traditional hiring practices, WoF collaborated with the recruiting team to drive meaningful changes.

A LinkedIn survey revealed that women apply to 20% fewer jobs than men and are 16% less likely to apply after viewing a job posting, even when they share similar interest levels in new opportunities. This disparity often stems from a perception that job qualifications are strict prerequisites, leading women to self-select out of potential opportunities. To address this, WoF advocated for and implemented notes in Flock’s job postings encouraging applicants to apply even if they don’t meet 100% of the listed qualifications. This simple yet impactful change aims to challenge traditional perceptions and encourage more diverse applications.

Building on this ethos, Flock now offers candidates opportunities to connect with ERG members during the hiring process. This initiative allows candidates to gain firsthand insights into the supportive, inclusive environment at Flock and ensures they feel welcomed from the very start.

These efforts demonstrate how Women of Flock continues to break barriers and create a candidate experience rooted in equity and belonging.

Listening to Our Members: Shaping the Future of Women of Flock

At Women of Flock, we believe that listening to our members is the cornerstone of building a meaningful and impactful ERG. In a recent survey, members shared their priorities, and we’re taking action to address them:

  • Wellness: Members highlighted interest in micro-learnings, remote wellness activities, and webinars on topics like work-life balance. In response, we’re expanding our offerings with short, skill-focused sessions and virtual wellness programs to make self-care accessible to all.
  • Professional Development: Members expressed a strong desire for mentorship programs, external speakers, and learning opportunities about cross-departmental contributions. We’re introducing new initiatives to connect members, inspire through guest speakers, and deepen understanding of Flock’s mission.
  • Community Outreach: Remote and regional volunteering topped the list, with ideas like continuing STEM panels for girls and local community projects. We’re working to provide more opportunities for members to give back and make a difference.

By aligning our programming with member feedback, we’re creating an ERG experience that fosters connection, growth, and empowerment. Together, we’re building a stronger community—inside and outside Flock.
